Don't listen to what "friends" say, unless they obviously know the class better than you do.
Imp. Inner Fire talent is mandatory in any spec, Disc, Holy or Shadow, PvE or PvP. The Glyph is only good for PvP, more particularly so at very low resilience level (<500), so at your level, it's perfect and a lot better than many other options.
Glyph-wise, Penance is a given, for the two others, you have to pick between PW:S, Pain Suppression, Inner Fire, Smite or Dispel. Like I said, for the 2nd one, at low resilience, I'd go with IF, as for 3rd, I'd pick one according to the spell you use the most. In Arena and smaller BGs, PW:S don't see all that much use, or not enough to justify the Glyph, imho. However, in larger BGs and WG, you'll PW:S a lot, so it can be good there. If you like to pew pew, Glyph of Smite is a very viable option. If you find Rogues and stuns in general to be a nuisance, Glyph of PS is the way to go and if you're the dispeling type, Glyph of Dispel can be nice. As your Resilience gets higher and you don't die in a matter of a GCD or 2, you can "upgrade" the Glyph of Inner Fire for something more useful.
As for the spec, at your current level (67), I'd run with something like...
http://www.wowhead.com/?talent#bxIbuhhiRcofbotf0b:oAZVm...get to Desperate Prayer with your next 4 points, then with the 9 remaining points, depending on your gear and playing style, consider getting either Divine Aegis, if you have a lot of crit%, Spell Warding, for survivability against magic users, Grace, for stronger heals in single-target-healing situations, Searing Light, if you pew pew a lot, Absolution, if you Dispel a lot, Imp. Mana Burn if you find yourself in situations where draining an opponent's mana would be more effective than healing or doing damage (Arena, mostly or 1v1 against other healers and maybe warlocks), Enlightenment, for the extra Haste and regen, Inspiration, for survivability against melee, Martyrdom, very useful against melee, etc...
There's no "cookie-cutter" Disc PvP spec, it really depends on what type of PvP you do (Arena, BGs, WG, 1v1), who you do it with/against (Team, Raid, Duel, Solo), your playing style (Offensive, Defensive, Active, Passive), etc... But the spec I linked has all the
mandatory talents for Disc PvP (after getting Desp. Prayer at
level 71, anyways...), there's no "right" way to spend the last 9 points, test around, see what works for you.
