the only time i find myself really casting IS is when its melee for the reduced hit, not the dmg it gives.
No seriously, the dmg has to be apart of the spec or else everyone would just run around with 13/0/58.
More to the point, I always got the impression (though I don't PvP a lot) that the point of dipping into Balance was to provide
some
damage in a supporting role (not a lot) while still providing decent heals.
