Is it a major threat loss not to have Death Runes, or just a minor one?
Very minor. It may somehow interrupt normal sequence, but not very much.
As for the spec.
Wandering Plague - lackluster talent for tank.
BCB - lackluster talent for tank (and increased chance of parry gib).
