Dugeon Finder minimum gear requirement

So I just turned 80 and the dungeon finder will not let me queue for toc5 normal. It says I need to get better gear. Does anybody know which gear level is good enough? Also, I have some heirloom items, they are marked lv1, does these factor into the gear level check? Does every slot must achieve certain level?

You need an average ilvl of 199 or 200 to be able to queue for heroic ToC. For normal... I think it is 190.

Weird I was just able to que for normal ToC naked.
It check for the best piece of gear for each slot, that you have in your inventory and bank. Which cause some problem when lets say a very geared resto druid, decide to go feral but only have greens/blue. He still can queue for tank for H HoR :(
