You have enough passive ArP that either spec should be very close. You'll lose DPS when you're kiting on any fight, so ignore your results on Saurfang for the purposes of determining what's the best build.
Also, don't worry about DPS in 5mans. When WotLK first launched, we cleared heroics in blues with some people as low as 1200. Now it's just a faceroll.
With your racial hit bonus, you are way over the hit cap. I'd suggest getting the Frost chest first to trade some of that excess hit for more useful stats (unless you get a necklace drop first).
Also, the +20 crit and +10 agi/+15 stam gems aren't the best choices. A Nightmare Tear is the best gem to meet the blue requirement for your meta, and you're better off with a +10 agi/+10 crit gem in a yellow socket if the bonus is worthwhile. Otherwise just go straight agi/arp.
MM loses more DPS to movement than SV because autos and steadies are a bigger portion of MM's damage. Either way, MM and SV are very close---try both and see which is better for you.

I personally always prefer Marks for the easy "rotation", Surv has DoTs and I hate putting them back up.
Since in Marks ur Chimera Shot resets the duration of SS(and also some dmg through SS) and crits for +10K's, it's my favourite, seeing big crits, just gotta love it ;3

Actually OP's passive ArP comes from gemming ArP. ArP gemming is not recommended until you can get about 700 passive ArP from gear alone. With this current gem-set, your performance as SV will not be optimal either.
With your current set up, I believe you'll see a DPS increase if you stay MM and switch all your gems to Agi instead of ArP.
But yes, kiting adds will reduce your DPS, so it is not a very good measure of damage output.

why does everyone say 'markmenship' when the real word is marksmanship?
anyway, i personally prefer MM for PvE.
with a good amount of ArP i managed to get 8k DPS.(also other goo stuff, but ArP was the main thing).
