There's a Triumph badge trinket with a ton of hit on it. It should help quite a bit until you get more hit on gear. You can also take the Focused Aim talent to fill in some missing hit.
The T9 2p and T10 2p bonuses are awesome. The quickest way to get them is to get shoulders + gloves for T10 and then the other pieces from T9. The T9 chest has hit on it, so either the T9 chest or the hit trinket would be my first purchase.
Your DPS is good for the gear you have. You should be fine for any of the original WotLK raids and Ulduar if it's a good group.
You'll want to start running the new ICC 5mans on regular right now. The drops are gonna be upgrades, they're easy, and you get some free Frost badges from the quests. Once you get a couple upgrades or a couple of T9 pieces, do the 5mans on heroic.
The heroic ICC 5mans drop gear equal to ToC10, and you can run them daily. Be sure to do the random heroic once a day as well as the weekly raid quest to get your Frost badges.
