Edit: Sounds Like Tirion. Bit deeper on the voice.
Edit 2: Adam Lamas is the voice actor. He was in Cry Havoc, Zombie Strippers and Murderabilia to name a few.

It's highly, highly unlikely they'd get a top tier acting talent like Liam Neeson to do a single shot voice, and for a bit player in only a patch on top of that (versus someone who lasts through the expansion). Voice acting and acting tend to be two separate disciplines, and there are many voice actors that have such a broad range that you can't even tell it's the same person as in a different work. Some actors do choose to do voice acting, but it's rarely more than their own normal voice, and it's usually for cartoons on top of that.
Personally he also sounds absolutely nothing like Liam Neeson, but then I don't have much of an ear for accents or voices.
