Cost of reforging

i have been thinking about how reforging works together with dual spec.

so for example i have a tree druid with tree gear and his alternate spec is boomkin. now can i just reforge some of my items to sacrifice some spirit and gain +hit? the only thing that would really stop me from that would be an expensive material cost required, but i did not read about any prerequisites for reforging.

or can you reforge items only once? how will it work, will the mentioned dual-spec supportive reforging be possible / viable? what are your thoughts?

i dont think talents will provide dps with enough +hit to reach cap, and from what i gather the stat is not removed, unlike other cap juggling stats.
