To summarize: it will reduce your latency a whole crap ton, and it is entirely legal and doesn't collide with the ToS.
As several of my guildies are from SA. and use laetrix, I can say now, that it doesnt.
it removes a certain type of latency, and masks others.

Again, pain SHOULD get refreshed with mind flay unless you're using some really odd spec that you shouldn't be. Do you mean vampiric touch maybe? Or devouring plague? And 15 seconds? Rotations? Awfully confusing stuff here.
