You'd have to look at your combat logs to analyze what they do, how they do it, when they do it... Then try to figure if it's optimal or not... Also, DPS =\= Damage Done. Damage Done is what matters. SPriest don't start dealing "serious" damage before all they're DoTs are up and Shadow Weaving is fully stacked, so they "lose" DPS at the begining of the fight, but once all their DoTs are rolling and SW is stacked, they (should) do just as well as any other similarly geared DPS, or maybe not, you'd have to ask a SPriest about it..., but don't worry about "DPS", "Damage Done" is what is relevant, imho*.
*I don't play Shadow, never did, never will, so I might be 100% wrong.

I havent played shadow for long, only picked it up because guild needed me to dps the first 3 bosses of icc, then heal the new bosses in 10 man, ive been doing a lot of other raids as shadow to get a feel for it and i have actually noticed that im usually at the top of the meter in a lot of raids, but the bottom in icc, still using the same spec/rotaion and im well over hit cap, dunno what it is

This comes up so often in many different ways. The ceiling on shadow priest dps is much higher than most people think it is. The ceiling may be lower than a rogue's ceiling, but that doesn't change the point.
My new guild has a spriest with gear only slightly better than mine. Yet he consistently does more damage and more dps than me. Why? Because he's a pro, and I'm a poser. Very few fights are target dummies; learning how to maximize your contribution on fights with movement and target switching is not "icing on the cake," it IS the cake.
I obviously don't know you or your guild's shadow priests. But it's a safe bet (for all of us, really) that there is tremendous room for improvement that has nothing to do with gear or any inherent limitation of the spec.

Shadow priests, like priests in general, are hard to master. You can do well, but to truly master it takes skill. Other classes, such as enhancement shamans and feral druids have this as well. Just practice it until you (hopefully) become a master, try different things such as tossing in a SW:D during movement, refreshing DP during movement, only half channeling mind flay, etc.

Spriests are
supposed
to do low DPS. They're a hybrid, and on top of that, unlike the other Hybrids, they have Healing-Healing-DPS for their specs, instead of DPS-DPS-Healing. That
MIGHT
be a reason why Blizz makes them do less.
But yes, when put up against a Mage, or a Hunter, or a Rogue, Spriest will fall way behind on DPS. Though, being a DoT class, their DPS increases dramatically with more targets. Like ToGC25, with Anub and 4 adds. VT the 4 adds and continue to nuke Anub, I was hitting 11k DPS on that fight, during the Emerge phases.
Mind Sear is also, imo, the most powerful AoE spell, despite hitting 1 less target than other AoE. I always seem to top charts with it, in conjunction with VT spam. Heck, even without VT I still top charts sometimes.
And as said many times, Spriest may do lower DPS, but it brings

Raid
Buffs
to the table, along with
Regular
Priest
Buffs
, which are already very much sought after. So, while you may not top DPS charts, you bring quite a lot of buffs and debuffs to the raid, to help other players out =)

As for ICC though, I haven't had any issues. I've actually topped charts over pure DPS classes in some fights. If you're finding you're sitting next to the tanks on the DPS chart, then you're doing something wrong.
