You gem for what you need. There's no such thing as "gemming incorrectly", unless you gem for Strength as a Priest or something else that's clearly innappropriate.
A lot of ICC cloth gear has no Spirit or mp5 on it, so people getting these upgrades might find their regen getting too low, so they make up for it by gemming Intellect... Also, Elitistjerks.com and Tankspot.com were listing Intellect as a more desirable stat than even Spellpower (last time I checked, anyways), when doing progression raids. Until you get a fight on "farm mode", you simply don't know how mana intensive it can be. And as everybody knows, there's nothing worse than an OOM healer, so good healers get a bigger mana pool and better regen through intellect, in part to compensate for regen lost through upgrades itemized for throughput only, and in part to make sure they have enough mana for the longer, more mana-intensive new fights they're not fully comfortable with yet.
Before gemming intellect, see if you ever run OOM in the content you currently run. If you do, gemming Intellect is an alternative, if you don't, stick with SP in red, SP/Haste or SP/Crit gems in yellow and SP/Spirit in blue (for sockets with a bonus worth activating, anyways).
