You only need 8% for taunt. Hence why the taunt glyphs all add 8% hit. Personally, I don't like the idea that I might not be able to get a mob off my healer RIGHT NOW.
I thought Taunts were all counted as spells, thus making their hit cap 18%, which is why the glyphs are 8% since enough hit to get you to melee hit cap of 8% (which will be more for spell hit) plus the glyph amount is enough to cap it.
That said, I'm with everyone else. Hit capping isn't that important as a tank, so go for a survivability trinket and just try to stay close to the hit cap based on your other gear.

Would Glyph of Indomitability or Heart of Iron be better for me, considering my somewhat low health?
Heart of Iron is considerably better, seeing as that +Stamina will help versus magic attacks as well as physical, compared to the armor on the Glyph. I'd rather use Black Heart over Glyph.

The Black Heart was a pretty decent trinket, at first, but the proc has been significantly nerfed, so it's no longer as good. Frankly, the Brewfest trinkets are better than the Black Heart and almost as good as the Onyxia and Glpyh trinkets.
Since when was this trinket nerfed? Stats and effect look identical to when it was introduced.
Also, keep in mind that the armor from the Glyph boosts the benefit of Bladed Armor, Toughness, and Frost Presence, which, in my mind further pushes the desireability of the Glyph up over Ick's Rotting Thumb.
No and no on the last two; armor bonuses from jewelry and trinkets are not affected by talent or other passive multipliers, including Frost Presence.

Regarding needing hit for Taunt, since DKs have two taunts (Dark Command and Death Grip), you can just use the other if it fails. It is still a good idea to get hit on your tank gear (like the ICC rep ring).
