My shammy has no ICC-dropped gear, 'cos I've only been in there once. I've had a very bad connection, with terrible lag spikes since 3.3 came out, so I expected to get raiding once this connection was fixed. It's much better now, and I can trust my healing enough now to heal HoR hc with my priest, whereas before, healing any heroic was simply impossible.
So, here's the issue: on a dummy I'll get 4.6-4.8k with my shammy. In heroics, anything from 4-5k, depending on the situation. This is what I expect for my gear. But every time I go into a raid, like Ony 10 or ToC 10, my DPS drops to 3.4k. Somehow, Ulduar 10 is kinder to me, I'll get 4k. In gear of a similar level, my shadow priest performs much, much better in raids, 4.5-5k expected.
I know I have one mis-specced item, the ring with spirit on it. It just happened to be better than what I had at the time, and this shammy has been very unlucky with ToC drops. I know I can also replace a gem with another runed dragon's eye, but 16 spell power isn't enough to warrant my DPS discrepancy.
Spell rotation is typical. FS - > LvB -> LB* -> LvB and so on, using elemental mastery when I see it's off cooldown. I don't use CL on single targets, since I've not taken convection.
I know that movement is an issue, I try to plan my movement, optimising my stationery time, and doing my instant-casts, like flame shock, while moving. I know I can do better than this, can anyone see what I am doing wrong?

Cleaning up your spec would probably help you a bit:
Glyph of ToW instead of Lava.
Getting Fire Nova talents (Nice for AoE-stuffs)
Otherwise... yeah, it looks pretty good, from what I can see with a quick glance.

Are u thunderstorming alot for mana regain? that could account for some dps loss. quartz is a really good cast bar add on that will show you when to start smashing buttons and accounts for lag. That helped my dps. Try and get the 245 trinket from the vendor, its on a use so u can stagger ur CDs. Also if you have duel spec, make sure you have the highest rank spells out on your bar. Check them all i had problems with that untill someone with the rank checker let me know. Good luck.

Thanks, I'll try Glyph of ToW tonight on a dummy and see how it helps. Fire Nova looks good, I just find I only use AoE much in heroics, and barely on Ony's whelps even, since I mostly DPS Ony in phase 2.

I do thunderstom a lot, I try to at each cooldown. Perhaps it's a heroic habit, when I use chain lightning a lot, and perhaps I don't need to. I'll try leaving that key alone and see what happens.
WIth my latency issues, I'd removed all add-ons, so I need to re-enable Quartz. I never really noticed an improvement with it, rather, it just showed me how awful my connection can be.

the trinket you mean? If so, I'm sceptical about devoting a trinket to so much hit, especially when using it makes it hard to replace the trinket with something else that would other be much better. However, I'm in a bit of a bind at the moment, because I have access to gear that would improve my stats, but place me too far below the hit cap. It might be the solution. And I like the idea of staggering the cooldown with elemental mastery - that would make a nice macro. 60 triumph aren't a big loss to try it.
No dual spec, nothing I can train in.

Just a question, but after looking at your spec I am a bit confused. YOu are saying that you dont want to use chainlightning because you have mana issues do to not taking Convection. Instead those 5 talent points are put into ghost wolf and elemental warding. Seeing as I dont have an highlevel shaman main I might not be to familiar with the cookie cutter specs and such, but to me those two talent choices right there seem like a bad decision. Also, if you took them for pvp, then might I suggest removing your glypgh of thunderstorm, seems kinda like shooting yourself in the leg when using it in an pvp enviroment

Your spec is a little off, but with that gear you should be pushing 4-5k easily in 10 and 25 man fights, though it largely depends on grouping and which raid you are in. 3-4k seems a bit right for your gear score, though 4-5k with any type of raid buffs with food and flask should be easily doable.
This spec and glyphs is more along the lines of what you should be going for
Elemental Raid
. The two points in imp shields can be tossed out for Anything you choose.

Instant ghostwolf and a little reduction in damage help me survive a tad longer when the healing is out-of-range or slow in coming, a bit more opportunity to heal myself. And instant ghostwolf is marvelous when you're being chased by Ick. :)
Concerning Convection, that was a decision I'd made a long time ago. It makes sense that I need to spec into it now that I have a decent amount of haste, and use mana more quickly, especially if too much thunderstorming loses DPS.
4-5k is what I can get in heroics, buffed with food, but no flasks. It's raids that hurt me, and so far, using thunderstorm instead of convection seems to be the most plausible reason.

Rule Number 1 of specs: Never spec for heroics, always spec for raids.
Rule Number 2: Always spec for boss fights never for trash mobs.

Not to suggest you
aren't
doing something wrong, but I have personally noticed lower DPS in ToC compared to anywhere else. I can't explain it, but it seems to be the same for all of our guild casters.
On the flipside, my DPS is just fine in Ony, Ulduar and ICC.

Um, you do realize it increases flame tongue weapon. You know the little weapon buff you put on your weapon for increased spell power ;p. Very well-written and yet rather humorous and incorrect response. As for the Fire Nova part see rule number 2 (Never spec for trash always spec for boss fights).
Speccing for trash is like saying look how awesome my dps looks - All style no substance.
Speccing for boss fights might hamper your dps marginally during trash, but will help you down the boss quickly = Sacrificing a little style for more substance.

Perhaps it's the DoTs, I wonder how afflication 'locks find it.
Last night wasn't a good night to check my shammy. I respecced, and got an easy 4.8k on the dummy again, not that I expected any difference. Then got called into ICC before I could swap glyphs around. But there I was, back to 3.5-4k on the trash. Then, since we had three shammies in the group, I was asked to bring my priest for the rest of the raid...

The OP talks quite a bit about connection problems. I generally played with 400+ latency. After one of my guildies leveled his sham, I looked at the stats head-to-head. I had 200 more haste, and more sp, and was hit capped. And he had higher dps. Because he got off more lbs. Plain and simple, latency really gimps your dps in raids. My solution (get ready for the uproar!) was to go old school and stack crit instead of haste. Since I wasn't winning the battle by getting off more lbs, I wanted them to hit harder. It boosted my dps over my guildie's, although I still can't put out what I should be doing in raids.
So, my advice is either fix the connection problems or stack crit. Ok. Start the screaming.
