dunno about the bouncing as for casting PoM on the same target the stronger PoM will stay while the other one will just disappear basic,
I cast PoM on the MT, the Disco priest casts theirs on the MT it just doesn't get applied mine stays just there ticking away. So in a raid situation you should each choose a tank or stagger your PoM after the other priests as to not lose yours or overwrite there's

Priest with more spell power? More crit?
Priest with tier-9 2-piece bonus (20% more healing on PoM)?
Healing done by an average charge.

From personal experience, so nothing official...
While most spells can't "overwrite" a "stronger" version of the same non-stackable spell (you get a "A more powerful spell is active on that target" sysmsg or something along those lines, with PoM, you'll never get that message. I know "lesser geared" Priests can cast PoM on the target that already has mine, but I never paid attention to see which one actually stayed on the target, I assumed the last PoM cast was the one that was remaining "active" (look at the color of the PoM's icon border, if it's green, it's yours, if it's red, it's someone else's, although I don't know if the Pitbull addon I use do those borders or if it's from the default UI). I might be wrong and the game might decide to keep the strongest one active, but if it's the case, I'd think it's strange (read: stupid) that it won't show the same "...more powerful spell already active..." warning...
As for jumping, as far as I can tell, I can't remember seeing a PoM jump on a target that already had another active. This can easily be noticed if you ever had two of your own PoMs active in a 5 man, they both jump around until they're out of charges and considering the odds of having 2 PoMs jump around a total of 8 times in a 5 man without jumping to someone who already has one, I'd guess they simply don't target people who have a PoM. For those who never had 2 of their own PoMs rolling at the same time, here's the trick... Try to cast a new PoM right when the active PoM is about to jump, the new PoM has to land on the new target while the existing one is in the process of jumping around, there's a split second where the old one will have left it's former target, while not having "jumped" to its new target, that's when the new one has to land on its target. It requires timing and practice and is not really something you can rely on on a regular basis, but trust me, when it happens, it's OP. :)
So I'd personally think but the OP's "assumptions" were right, but as was mentionned, my opinion comes from personal observations made while playing, not from intensive testing...

There's an easy way to test it.
Take 2 priests, one naked.
PoM a 3rd party who duels a 4th.
Observe healing done for the PoM and both orders of casting.

You can't interfere in duels... But yeah, it could easily be tested, just tag a lvl 1 critter or whatever mob (with Psychic Scream), for example...

PoM has a 30s duration, will it not be active during the duel if precast?
(Does it show my only duels have been for Duel-icious? :P)

Funny story about this: I dueled a guy in Dragonblight once long ago at Wintergarde Keep. I feared him, but he still won, I was at 1HP. Oddly, I hadn't realized I had also feared a Rabbit. who then returned, bit me, did 1HP damage killing me. Good times...

Hahaha, if you knew how many duels I won mostly because I feared someone into mobs that aggroed him... :)
But ... a rabbit... lol.
Oh, by the way, that reminds me, I can kill people in duels, it might be a bug with SW:Death or with Engineering's Pyro-Rocket, might also have something to do with Reflective Shield talent... I honeslty don't know, I haven't tested it extensively... But somehow, using my Shadow Word: Death + Pyro-Rocket macro on someone at low HP (when SW:D alone would be enough to win the duel), it sometimes kills my opponent instead of leaving him at 1hp... It has happened 3 times so far, so it wasn't just a one-time fluke...Anyone else noticed that "bug"?

while optimisum is great, I wanna say from experience that PoM's are not smart enough to not converge and lose one of them.
better communication regarding
when
two preists shoot PoM's and
if
your are shooting at melee for tanks
or
at ranged for raid damage, hoping two two dont flip geographic area's. (for referance holy is better taging tanks since they have a CD reduction)
