One thing I noticed taht you're not taking into account, is your trinket proc. I haven't done the math on that trinket, but I am sure it accounts for about 80-100 haste when put into static terms?
Also, if you're not haste capped and you are using a 1H weapon, go with black magic enchant over SP, it's more dps than the 63 SP unilt you are capped. Many people don't realize black magic's worthless proc has been changed to provide 250 haste now and is an awsome chant now.

The math has been done at EJ (I don't have a link but I know its there). For Arcane with the T10 set bonus the "cap" is something like 805 haste. Anything more and its wasted during IV-Heroism/BL.
The reason you're seeing haste valued higher than anything else is because you need more. :)
Extra haste may be wasted during that 20s of the fight, but what about the rest of the fight?
Ideally, you'd not use all your cd's during hero/bl and stagger them out ... but most people won't put in the effort to micromanage to that lvl. Depending on different cooldowns for different abilities it would depend greatly on gear selection and other external buffs (PI). Personally, I'll probably save my IV and PI+speed pot for 2 more periods of enhanced haste.

There is actually no difference if you stagger your cooldowns compared to blowing them all together. In fact, it may be better to do so once you have that much haste.

Maybe that's why there's a discrepancy between players with the same gear? Some would lump it under "skill", I just call it "making the effort" :)

"diminishing returns" isn't a good term to use when dealing with haste and should be avoided. while the dps gain does diminish this happens at various soft caps and isn't an in-built DR like CC times in PvP or a mathematical DR like that suffered by crit.
also, while dps does increase as haste increases (all else being equal) it happens in a series of rises and plateaus as cast speed links with specific cast times and rotations. this sort of thing could only ever be modelled in simulations are there is far too much variation to discover that through empirical testing.
