So many people say scar was an evil villain, but in reality, he did what lions do, they fight for dominance over the pride. He won over the Mufasa, so he had the right to rule. We're also talking about a species in which most of the women were related to them, soooo there's something for ya, Mufasa banged his sister :P.
Now, if we have to give most evil to anyone, gotta give it to Frollo, unless you don't consider mass genocide and rape evil. Seriously, he burned down all of paris, killed a mother in the first 5 minutes, almost drowned the baby, almost burned the Roma at the stake in front of Notre Dame, and used God as a means to achieve his goal. This not only makes him evil in fantasy, but also terrifying i that he can be a real life person.
I'll give the Shadowman a close second because the shadowman was trying to take the souls of every person in New Orleans for his own selfish goals.

Even if that's the case, he still tried to kill his cub nephew, and once in power, he basically did nothing for his kingdom, instead allowing a foreign pack to consume everything and leave it in shambles.
He simply didn't cared about his subjects, preferring simply to let the hyenas do as they pleased. Once the damage was done, and the pride lands were devoid of food, he was then willing to condemn his subjects, and his minions to death, rather than let go of his ego, and have them move to newer lands (Where they'd likely have to fight another pack of lions for dominance)
Ultimately he was a coward, unwilling to fight mufasa on even terms, unwilling to fight another lion pack for newer lands, unwilling to fight simba once the latter proved stronger than him.

While she's not a villain on a grand scale like some of these are, I always felt like Mother Gothel was pretty awful. She kidnapped a child and kept her imprisoned for 15+ years. She used all the hallmark tactics of an abusive parent ("nobody cares about you," "it's dangerous outside," "I'm the only one who can help") and tried to murder her and her friend when she ran away from home.
The worst part is that there are people out there using this exact model, and it's scary as hell.

For me, Maleficent before the Jolie movie and Lady Tremaine, as both kind of exemplify the idea of evil in their respective spheres. Maleficent is utterly evil and black to the bone in the tradition of the fairy tail, where her evil doesn't so much need a reason or is oriented for a goal like scar, but only needs an excuse. She cursed a baby for not getting an invitation, and then spends the next decade and a half scouring the kingdom to ensure her curse is fulfilled. It's wickedness in its primordial form, like how the Joker is chaos against order, she is pure evil against good.
Lady Tremaine is different but similar in that her evil is less a fairytale, despite being in one, and more epitomizes real evil in an everyday situation where a normal person wields power over another. She is never physically abusive, but is cruel in every other way, simply because her stepdaughter is prettier than her own daughters. It's so utterly petty and pointless that it really only exists for her own gratification, literally no other reason. She isn't cruel for some goal, or arguably even pleasure, she just is because she finds some level of satisfaction in it.

The Most traditionally evil villain in Disney lore is possibly The Horned King from Black Cauldron. Though he was still toned down from the books, But creating an undead army and kidnapping innocents is sort of a 'stock and trade' style evil.
Even more 'evil' would be Cruella. I mean come on, skinning puppies for a coat? Sort of difficult not to call that evil.
I mean if they were kittens, sure. They just grow up to be cats.
But Puppies? That's heartless.
