Speculations aside, the Church of the Holy Light takes members from any faction. If the Blood Elves who were once affiliated wish to return, the Church, according to APG, it will take them in. The same applies to any other race that wishes to enter.
This will remain true until the APG is directly retconned.
The problem is, that in order to actually take part in the institution they would need to go into Alliance territory fairly often, which I just don't see happening with current tensions.

The thing is that they never did. But that doesn't mean they couldn't.
Once the tensions reach the limit and asplode (the Cataclysm wars), will the Church choose to close it's doors to Horde members? Maybe, maybe not. Does it have to? I don't think so.
It's also likely that many Horde members who become members of the Church would leave to a neutral faction rather than make war upon the Alliance, which houses the institution.

They didn't expressly mention gnomes that I can think of, but they were in Warcraft 2, and I know that Beyond the Dark Portal mentioned the Gnomes building the Deeprun Tram, so I'm certain that they did in fact join the Alliance in the Second War.

Aye, only reason they weren't in the 3rd War was because of the trogg invasion and the whole 'irraditating our own city thing'.

If the gnomes joined the same time as the Ironforge dwarfs, which was at the end of the war, and Stormwind joined at the same time the Alliance was created, then Stormwind not on equal footing with Gnomeregan.
How does that work? Most of the Stormwind refugees didn't fight as much as the 7 Kingdoms after all. We also don't know how far the gnomish inventions were spread across the continents, they weren't mentioned much after all. And it wasn't really at the end, it just seemed like that in Tides of Darkness because they were gearing up for the big battle; they don't give a very definite time passing after all.

Although having no armaments, these awkward contraptions can be used to survey vast areas of terrain, and detecting the otherwise hidden movements of underwater units (as all flying units can), making them invaluable for discovering the movements of the Horde.
Gnomish Submarine
The resourceful Gnomish Inventors have designed an amazing craft known as the Submarine. This watertight vessel can submerge beneath the waves and surreptitiously keep watch on enemy forces above the surface. The Gnomish Submarine is visible only to Towers, aerial forces, and other vessels that move beneath the waves. Using cunning and craft to carry out surprise attacks on more powerful enemies makes the Submarine an invaluable part of the Lordaeron armada. They may not have fought hand to hand, but with their technology they sure did help.

The gnomish creations were likely at the end of the war, which would mean Stormwind was there before them.Heh, should have added that in up there; you get control of the gnomish inventions fairly early in the game.... so.... yeah.
Turalyon was Beyond the Dark Portal, as Lothar was dead at that point in the actual games.
