Indeed but by the looks of it now it wont be put in the helpful threads section.
All the threads in that section have been un-stickied and instead been linked to.
This thread is actually stickied and by the looks of it will remain on the front page.

spell haste soft cap with raid buffs (676 rating as far as I know).
I just have to ask where you got that number?
There are only 2 buffs that give a reliable 100% uptime. JotP and imp boomkin/retadin aura.
And that's only 18.45% which would make the soft cap 1035 haste rating.
I know you're not taking into account berserking since then you'd be past soft cap.
Speed pots would put us at 535 rating.

My bad on the haste it's indeed 676 like you said okiekuma i was adding the haste added from rating addatively instead of multiplying the percentage with the other buffs like i should have.
I will add that number under the explanations.
Edit:
Just did some cleaning and fixing of the guide. Looks a bit prettier on the eye now and should be easier to find what you're looking for.

I've done some further cleaning.
Double checking all the numbers, fixed ArP numbers which were way wrong (by about 25% >.<), added agi per crit, most of the guide should be more clear as well.

The quoted resistance is for PvP. As you said the resistance for PvE is 415 :). It's described in the explanations

Are you sure that its 102.4% and not 103.5% avoidance to get the block cap ?
It's 102.4%
Has to do with attackers weapon skill and your base defense skill too tired to explain.
And 102.4% avoidance would not give you block cap, it would make you invulnerable to physical abilities.
102.4% avoidance + BLOCK, equals unhittable or as you say block cap.

So when I add up my ArP rating from my gear it is +78. wowarmory says "ArP rating 0 (enemy armor reduced by up to 0.00%) why is this? do I need more ArP to up dps? my hit is at 260, and expertise is 26. I am currently wearing all retribution T7.5 and am finding it hard to come across more ArP without losing +hit or +exp. any suggestions?

The armory doesnt necessarily update immediatly which could be the case with it showing 0 ArP.
You actually dont want ArP. So concentrate on getting more str since you're about as close to hit cap as you can get and expertise capped.

Awesome, thx. another question, Ive been eating the +40 hit food to bring my hit to 300 because i was told 292 is the magic number for boss fights? should I not worry about this and indulge in the fish feasts come raid time?

Hit: 8% or 263 hit rating
Hit(PVP): 5% or 164 hit rating
32.79 hit rating per 1%
The cap would've been 296 hit rating if you needed 9% but you need 8% now so there's no reason to stack past 263 hit rating.
Simply put: Yea eat the fish feasts.
