A state has a monopoly on the legitimate use of physical force. A government does not necessarily have that.
Pie for me, and 10 points to the tie.

Who would pick points over pie?
The tie is sick.

That said, has there ever been a government that was successful (which I would deem a simple 100 year existence for my purposes) where force was not outlawed when it was not used by the government itself?

Rome
Edit: Of course there were others.... but that is the first one that came to mind.

2) It makes the point I intended, which you ignored.
3) In every field of business there is at least one corporation that crosses state lines. Do you think it lawful then, that congress should be allowed to make laws governing anything?
4) There is a little difference between predicting possible events between countries and predicting the demise of the entire country of China. One is theory, the other makes you sound a little mad.
5) I really don't care how you feel. Either look up Franklin, and site specific things, or move on to the next topic.

Perhaps there was an element of truth to what I said, shrouded in comedic extreme?

No. Id rather we bought up all the oil from all the other countries right now. Every drop. Put it in large storage containers, then resell it very slowly to a oil starved world at a huge profit. We could accept shares of thier government as payment. Anyone that refused to give us thier country would descend into economic chaos.

Unless LHC, NIF, or any one of a dozen tokamaks kill us first! Or eliminate the need for oil...
So what ever happened to hydrogen cell powered cars? Are they still in development?
Not economically feasible . It costs more energy to get Hydrogen from water than using the Hydrogen as fuel gains.

We should halt all alternative energy production, except in our own underground top secret labs. After we resell all the oil, then we roll out our own energy, and make the world pay again for it. If they can't afford it, tough.
