Ideally a Bear needs 8% hit (~256 hit rating). But anywhere around 6% (192 hit rating) should be enough. More important though, a Bear needs at least 10% expertise. There is more than enough gear to satisfy these needs - thing is to be lucky enough to get it.

6.5% is the cap for dodge. parry has a much higher cap (13% ?)

Parry cap goes up tp 15% but you may or may not have the luck to get so much expertise gear. Of course, gems and enchants are a solution as well. But having at least 10% is reasonable. The ideal value is 15% expertise. And is id much more important than dodge, because parry not only impairs your threat generation, but hasted boss attacks after parries can cause huge spike damage.

A bear NEEDS 0 hit or expertise
A bear WANTS 8% hit, 13% expertise
Practically speaking, 6.5% expertise, between 50 and 200 hit, depending on the boss.
On Patch for example, hit is optional, your threat will be fine, use the highest survivability gear, instead of higher threat gear. Heigan hits like a wuss and you are moving a lot, so high hit.

I've had 30-ish Hit rating for ages and was able to do everything a-okay. Starting to get it up now tho just incase ulduar really wants to gimp bears more.

, there is more than enough gear that provides such amounts of hit and expertise that allow gemming for agility/stamina. My current gear provides me 210 hit rating and 44 expertise skill, while having ~43% dodge and 47500 HP raid buffed.
With the right gear, there is no gimping, only balance :)

Use
THIS
list to find your gear for tanking. Almost all of them have either hit, expertise or both. The best generic pieces to be used are, in my opinion, on
THIS
list. It provides very nice expertise, some hit rating (which will be completed by using amulets, rings, cloaks and some gems eventually) and pretty much is the best all around itemized available tank gear for those slots at the moment.

ok.. what are you talking about exactly(serious question)? when my move is parried, do all bosses gain a hasted/harder hitting attack?

I've been looking all over, but I can't seem to find an appropriate
hit and expertise
rating for Druid tanks. A tank we use in 25 Naxx has less hit than I do (103, I believe - I have 185 atm), but he says he does fine.
So... how much should we have
for both

Parry-haste is also selectively disabled for various bosses due to encounter mechanics. Patchwerk is one of them.

Precisely the same as Bears - 8%
Expertise reaches its soft cap at 6.5%, perfect for DPS, since you should always be attacking from behind.
