If I was in your spot, I would have asked the rest of the raid if they wanted to come back at a later date to finish it up. In the event people would like to come back to finish it, I would have tried to get everyone to agree on a date and time to come back and tell them then that if they aren't on when everyone agreed to be on, tough cookies for them. By setting up an event on the calendar for everyone to have a chance to come back, that means the people know when they should be on to come raid if they want to, and it will probably prevent any arguments between you and people who couldn't make it.
In my opinion, if you entirely "PuGed" the raid, you wouldn't be stealing someone else's raid
as long as
you make the effort to set something up to come back with them to finish it. Then, they only have themselves to blame if they weren't able to show up.

Thats a question for your GM. Some guilds don't like people to pug at all in raids unless the GL or RL brings puggers in. Most common reason is they don't want you to make them look bad, and if the raid id belongs to guild it should stay that way open for guild to finish, unless GM says other wise.
The question is not about guild raid IDs, but rather a raid ID from a PuG that the OP believe most likely won't get finished. Please read the post before you reply.
