As you start to near higher levels balance leveling becomes more viable and fun, as you don't spend most of your time waiting for mana to regen.
not true as of recent patch 3.1.0
actually, the patch should've had no impact on whether or not a balance druid is having mana issues. intensity gives the same mp5 while casting that it did before because it went from 30% to 50%. dreamstate, if you're taking it, hasn't changed. mana back on single-target crits hasn't changed. the spirit nerf was directed at healers who were sneaking in non-5SR regen in the middle of fights - how often do moonkins ever go more than 5 seconds without casting anything while in combat? oh, that's right... darn near never : P.
A large part of the mana regen recieved while
leveling
is from "out of combat" mana regen while moving from 1 mob to the next. It is still very viable to level as balance and the changes should not be a huge concern either way.

, because i mostly don't use dots or debuffs while levelling (they're basically just for elites or when i agroed 1-2 mobs more than planned). My target is to kill any single mob i target in 3-4 casts and dots will be more of a mana liability than a damage bonus in such cases.
Or alternatively if you want to AoE farm, take Brambles, OF and Gale Winds instead of CF, Eclipse and something else.

What sort of gear should I be aiming for?
While leveling:
SP > Crit > Int > Stam
Once at 80, in a PvE perspective:
Hit (to cap)> Spell Power > Int > Crit/Haste > Spirit > Mp5
In terms of main stats you'll be looking for Int and Spi (for mana regen mainly).
To help you decide what gear to get and where you can get it, you can use

@curlymoon : you might want to change the link to the weighting system to include rare gems. I found the rankings a bit strange until having wowhead add the gems to the scoring.
People with JC or whatever can adapt from there, but i think more people will be lost if you leave it like this.

That's fine. I always said your stat weighting was the one I'd suggest going with anyway :P
Edit: I would love to be able to assign specific gems (like the meta since the suggested one is wrong) and/or place values for red, yellow, blue sockets. Would be a bit better but mostly an annoyance nothing too big though.

or put it in bold, or polka dots, or something like that? Or would it make no difference anyways? Reading some of these ridiculously simple questions being posted... its like watching a half-blind, 3-legged caribou limp past a Lion's Den...
EDIT: I've just noticed that the 'Helpful Threads' post does actually say 'Read before posting!' -- the fact that I'd never noticed that makes me think that average caribou joe wouldn't notice it either.

There's no direct strategy for using Lifebloom, but here's some things to note:
If you cast lifebloom using a Clearcast, then you will get 'free' mana back when it blooms.
The bloom can crit, and will heal harder with more stacks, so if you know there will be an incoming damage spike, set up your Lifebloom so it 'pops' when the heal will be needed.
If you never refresh a 3rd stack, Lifeblooms cost remains exactly as it was pre-3.1.

There are no feral specific Heirloom weapons, so there's a couple choices (Keep in mind these can be enchanted with old-world enchants, Crusader is pretty helpful for leveling):
Balanced Heartseeker
You won't find any good offhands, but this will give you decent stats for a one-handed weapon.
Grand Staff of Jordan
This will give you +hit and +stam, both useful while leveling. The spellpower will be somewhat wasted, but your self heals will tick a little harder.
Due to the lack of heirloom weapons, simply using regular weapons while leveling may be a wiser choice.
Shoulders
Exceptional Stormshroud Shoulders
Granting Resilience and Agility, these are probably the right choice for tanking lowbie instances.
Stained Shadowcraft Spaulders
Granting AP and +Hit, these are probably the right choice for solo kitty grinding.
Trinkets
Swift Hand of Justice
Makes a nice Trinket Spot filler, may reduce downtime. Equipping 2 of these will net a decent amount of health return while grinding.

That should be the basic cookie cutter healing build, leaving a few points to personal preference. Where to best place then is discussed in the topic linked above, I'm not quite sure on that yet.

The balance item weightings do not appear to take BoK into account. For example, assuming you are discounting any value from the regen of spirit...
Spirit = SP * .3 * 1.1 = 2.46 * .3 * 1.1 = 0.8118 as opposed to .74
I do not feel it is appropriate to ignore Kings in creating a Druid weight scale. At the least, it is certainly irregular.
Second, it is insane to give +Hit 0 value in the balance druid weight scales. It's not like once a Druid reaches the hit cap, +Hit stops becoming a consideration for all future gear selections.
