Shield of Impenetrable Darkness
from the entry-level raid of TBC with
Crest of the Sha'tar
from rep rewards of entry-level TBC and you can see things aren't that different.
PS: Don't start linking the SSO shield now, that wasn't available in early TBC.

I will say that it would have been nice if Wall of Terror had the same 84 Stamina that the other two "top" shields have. Would make it a lot easier for me to pick Wall of Terror over the Barricade as an "everyday" shield and keeping Hero's for avoidance.
