ok not to be mean that those are really bad build.. u didnt get ice barrier..! and other talents needed ro each spec
I Didn't take Ice Barrier becuase you wont use it in raids and i know he says he'll level. But i rarely use it on my mage...!
I'm a prot warrior with a level 66 mage alt and even I know better than that.
Ice Barrier is used for a HUGE number of things. You use it when AoE grinding, while kiting together a ton of mobs for Blizzard, as a shield when your Ice Lance crit pulls off that DK tank, and for general over all survivability.
Though to the original poster, I'd "really" go Frost for leveling. In leveling greens, Fire's DPS just isn't high enough above Frost's (in leveling gear) to warrant it's severely crippled survivability. Once you hit level 65 or so, "then" you can think about going Fire or Arcane.
Here's THE maximum survivability build up to level 70. For those mages who want to survive as long as possible while soloing. Good for taking on one or 2 mobs at a time with minimal drinking.

This allows the WE to be up for exactly 50% of the time, and greatly increases the generally low frost DPS. Use Icy Veins before a Blizzard or on an instance boss. Then Cold Snap and repeat.
You have to worker at it than you do with fire, managing CD's and mana regen, but you can indeed see close to equal DPS if played right.
If however, you want to just AoE grind through your leveling, I'd recommend this build:
http://www.wowhead.com/?talent=oZZVIcIsfu0fzgfstThe main difference here is Imp Blizzard, absolutely required for AoE grinding, the lack of frostbite, so the mobs don't get slowed and miss the frost nova while you're rounding them up, and the increased range and crit on Blizzard procs.
Be sure to glyph for Improved Blink, which lets you blink farther away after you frost nova the mobs for more time to AoE them down. Also remember to cast BOTH mana shield and IceBarrier just before rounding them up.
I'm a bit biased as a frost freak, and don't know "that" much about leveling fire or arcane builds, but from what I've seen in my own time as a mage, consistently beating out the fire mage in DPS in 5-mans while leveling, frost beats all.
When you're 80 and geared however, Frost falls way behind.
