And why do you care that TBC mats sell for cheap?
It is like QQing about a lvl 40 green armor sell for less than a lvl 75 green armor

The only market for your pre-Wrath content now is twinks, they generally won't buy the mats but they will buy enchanting scrolls for classic and BC enchants, often for LOTS of gold.
You should be happy that old mats are cheaper, it means bigger mark-ups for your enchanting scrolls.

Dezetio's idea is not a bad one. I like it. Not from the point of view of prices. Don't care about that.
Higher level recipes (etc.) require mats from the later expansions. Logical from a design point of view. New items, new recipes, new mats.
But, lore-wise, why not have a lvl 400 recipe need iron or mithril (or light leather or peaceblossom etc.)?
In the end this will depend on the players. Kalimdor, Eastern Kingdoms and Outlands are relatively deserted, because many players only play in the latest zones. Some even say that the game only starts at level 80. They only pass through the earlier zones to get to, in this case, Northrend. Many of these many players probably won't like 'having' to go to the earlier zones to get the mats or 'being forced' to buy them from the AH.
If I was a designer (which I'm not, so no need to panic), I'd design the best recipes (etc.) to require mats from all over Kalimdor, Eastern Kingdoms, Outlands and Northrend.
