I don't see why anything has to change at all. Every group I've been in have had the same "rule"; don't roll for off-spec if someone needs the item for their main-spec. What I expect to happen once the dual-spec feature gets implemented is that people will follow the same order.
Now, if someone is running an instance with their off-spec then they should ask their party if they can roll on items for their main-spec. People shouldn't take it for granted that they can roll for anything except their current spec, but if everyone is ok with it then go ahead.

Druids will roll on all leather gear. All of it.
I would roll on caster leather, but there seems to be a severe lack of it. If there was any, I would be rolling on it regardless. I roll on cloth! :o
Did heroic Drak last night and the ONLY thing that dropped was caster leather. :-P
My priest was not happy, and neither were the other 4 people... none of which wear leather or are casters, haha.

I don't see a major diff as long as people use common sense. Let's say we take the most widely accepted policy: Main spec priority. So assuming it's a PuG and nobody knows anyone else, you all announce your main spec at the beginning of the run.
If someone truly is DPS and they have announced that their main spec is "tank", well of course it's not 100% effective but they've in effect lost their chances to roll on DPS gear that drops that run, thus hurting rather than helping themselves in the long run.
It always comes down to this in my opinion: If you want the most failsafe situation possible, join/form a mature, reliable guild. The main thing a PuG offers is anonymity (or at the very least much less familiarity with peeps than running with friends/guildies), and the ugly truth is that psychologically, people are much more inclined to be deceitful/selfish when their identities are obscured.

Agreeing with the above poster (and anyone who said mainspec > offspec rules already in place will still apply.) But yeah...watch out for those pug groups. Particularly on my server where I didn't pug for over a year because people are so rude and inconsiderate (still are, although it's marginally better now), I wouldn't be surprised to see everyone rolling on everything in pugs.
Except maybe warriors rolling on paladin plate, that's less likely. A lot of DK's on our server will probably roll on paladin plate, they are that stupid.

FINALLY a good argument against Duel Specs ("I'm a healer and there will be more competition QQ" is NOT a decent argument).
And ya, in PUGs there will just be a "Current Spec Only" rule... Not that rolling for offspecs isn't horrible already... "Sure, I'm Feral, but I might have a use for this clothie heal gear someday!". Meh.

Say you play a ret pally 99% of the time, but for some reason end up healing an instance. Why does it make sense that you can only pick up items that you'll use 1% of the time instead of 99%?
What'll come down to is that in PuGs, you're gonna get screwed.
In organized raids, loot's just gonna take 3x longer. "Ooh t7 token! 1 sec comparing stats with my healing set. ... Nope, I don't need that, pass. OH WAIT no let me compare against my shadow set! Hmm I dunno, hey, guys, which is better?"

One problem with rolling for main-spec instead of the current spec is that you might end up with 5 people rolling for dps gear, or 3 people rolling for tank/healing gear. Those numbers are just examples.
I see no problems in rolling for items which does not fit your current spec as long as the rest of the group agrees. The tank may not want to share the tanking items with two other people who aren't even tanking that run.
