I should probably get some numbers thrown at me, but so far: Kill Shot > Arcane Shot / Serpent Sting* > Aimed Shot > Steady Shot.
*Not done testing which will come out on top.
*Edit* A few more things to keep in mind that Arcane Shot crits can proc Cobra Strikes, whereas Aimed Shot cannot. Also, Survival Hunters have a higher priority for Serpent Sting because it can proc Lock and Load. Same with MM Hunters, due to Chimaera Shot. Because this is not the case with Beast Mastery, Serpent Sting loses some of its' priority value.
*Edit #2.* Unyaro, you were right about Aimed Shot falling behind Serpent Sting and Arcane Shot. I'm not done calculating which would come out on top yet though. There's a lot of variables to keep in mind (Cobra Strikes comes to mind, among others...) Surprisingly, the numbers seem to be ridiculously close to one another.
Also about not all BM hunters speccing Aimed Shot, fair enough. Although I wonder if there's any testing done about which BM spec does the most DPS. 50/14/7 is the one you had in mind, correct?

@ Wake, dropping Aimed Shot is most certainly an option for BM hunters. Multi Shot shares its' cooldown with Aimed Shot and thus you can weave that into your rotation.
About a spec that won't use Aimed Shot,

I'm not entirely sure if I should put 5/5 or 3/5 Mortal Shots in that build though, Mortal Shots is very overrated since the 3.0.8(?) nerf to it. Since this build won't include Aimed Shot, I see hardly any reason to fill in those points. I think Cobra Strikes 3/3 might be a better option but to be honest, I have no idea about how great the damage increase is when speccing for that.
Mind you, I haven't seen the above talent spec in action, and can't really say if it's that effective.

Mana is not an issue on raids. Multi does more than Steady, therefore it's worth it.
Trash is Volley or Boss rotation on single mobs.

I'm not basing my statement on speculation. I'm basing it on the spreadsheet. If its math is wrong, then I might be wrong, otherwise, it's correct.
Also, that talent is considered the best on a best case scenario: full buffed, hit cap, top gear on (though, the same gear and completely unbuffed makes the gap even bigger).

The MS damage increase far surpasses the CS points. you should only have 1/3 in CS.

After the patch buffing BM and adding the extra pet talent tree you might move Aimed Shot to the 51 point talent.
Actually, Mortal Strikes isn't as good as most would think, it's a 3% increased critical strike damage per point on ranged abilities only. Seeing as 5/5 Mortal Strikes only increases a critical hit's damage by 15% (100% base damage, the crit part is now increased to 130%. Divide by 2 makes 115% thus a 15% damage increase.) And the fun part is, it only affects your ranged
abilities!
Now take into account that pets with the Ferocity talent, still only have a ~17% base crit chance. Yet they do around 40% of your total damage when specced BM.
It's hard to bring hard numbers to the table concerning Cobra Strikes. But if Mortal Strikes would be a better investment? I highly doubt it.
Please correct me if I'm wrong about this issue, but I stay to my case that Mortal Strikes is overrated, and that Cobra Strikes is still pretty much a 'grey' area. We know what it does, but can't explain how well it performs.
