From what I've read, (and I'll put this disclaimer out there right now: I haven't played Arms since the first week of TBC, when I specced from Prot. to Arms to swing my BRE in the Outlands and hated it), Arms DPS is not very competitive with Fury in a PvE raiding scenario. This
may
be because there are so many less Arms warriors than Fury these days that the full potential of Arms is not being explored, but I think that it is more a case of the actual potential not being up to par.
Really, to make it worthwhile the situation has to be pretty specific, but what it boils down to is that the DPS contribution of Trauma (combined from all bleeds from all members of the raid) and Blood Frenzy has to offset the loss of DPS that you will see by not being Fury. This is also assuming that there is someone else providing Rampage (or a druid with LotP) so that you
not
providing Rampage isn't a loss to the raid. With those circumstances in place, as it currently stands one player could roll as Arms without sacrificing (or perhaps even contributing) a fair amount to the raid.
That being said... as long as you're not getting blown away on the damage meter, play what you like. Most raids (right now; we'll see about future content) do not require the type of min-maxing cost:benefit anaylzing used above. As long as you have a decent group of people that know how to make the most of their character, know the encounters, and aren't idiots, you'll do fine.
Let's see where they go with Arms in the future, because the whack-a-mole playstyle of Arms sounds, at least in theory, a bit more enjoyable than the current Fury approach.

IMO there really isn't that wrong with the spec itself.....the main problem is that the current gear available isn't very kind to the arms warrior.
That is an excellent point, and something that I noticed when I was considering respeccing to Arms from Prot a while back. I'm an Orc, so axes are generally what I look for anyway. Added to that, the fact that Polearm/Axe spec is, arguably, the only viable Arms build right now for competitive DPS, the scarcity of decent options outside of Naxx made it far less appealing than Fury even before considering the other advantages that Fury seems to have.
I imagine, then, that unless the changes to Arms are rather significant they won't make a difference due to the substandard itemization Arms Warriors would still have to deal with.
