Hm, are you thinking for PvE or PvP as arcane?
If you are thinking about the former, there are a few changes i would make to your spec. I would have the end result something like this:

Thats the specc i'm currently using, and with great results.
1. You have too many points on the left side of the arcane tree. Alot of those are damage reduction talents and not really that needed in pve. One could argue that prismatic cloak with instant invisi as a good threat dump though.
2. The reason i would go frost as the secondary tree is essentially to get the +3 hit. Assuming you arent hit capped this would give your arcane spells a total of +6 hit from talents only. Throwing one point into improved blizzard makes it proc frostbite. Not needed for bosses but nice for trash. Although, its often a lifesaver on Gluth :P
Haste is also awesome now in arcane so icy veins gives you a good dps boost - a great one at that if you combine it with arcane power (watch your mana though).
3. You skippe a few essential talents in arcane tree. Netherwing presence, arcane potency and arcane flows is talents i would go with.
Slow can be good while soloing, but you dont need it for pve. Thunder clap and icy touch enables torment of the weak so you dont need to keep the boss slowed :)
Btw, the spec i provided have 2 free points left. Those can go wherever you want really. Slow, another point in magic absorption (good for some bosses, like saphiron), more slow on blizzard, higher frostbite proc, prismatic cloak are possible.
