Mitigation issues, or undergeared/bad healers?

On a typical pug group my health sits at about 40-60% through a normal 3 mob pull or single bosses. Is this to be expected? On several occasions there have been healers that keep me at about 70-90% most, if not all, fights. (These are the lucky ones that result in no wipes.)

My guild is essentially dead, so all I do is PUG. In other words, I have no idea how well my tank will perform or hold up. So, I generally keep a Renew on the tank and try to keep him at 80% health or greater until I get a feel for how much damage he mitigates. Once I get a feel for that, I may relax that limit so I can start using more efficient heals and reduced overhealing.
40% - 60% seems awful low. I don't think I'd go that low even if they were a fantastic tank. You never know when %^&* will hit the fan, and I don't like to be in the position of trying to heal 2 people getting stomped simultaneously. Keeping the tank high gives me time make choices, rather than having very limited choices.
I have had to PUG with a lot of DK's as tanks. Let me tell you. In general you better keep them topped off, because they can easily go from 100% to 40% in no time at all.
I am only through Drak'Tharon and Violet Hold, but the only MOB my PUGs have really had trouble with is the final dude in Utgarde Keep. DPS can't seem to avoid taking damage, which forces me to take my attention off keeping the main tank up.

Err, armory says you are arms specced and have 18k health, plus the avoidance and mitigation of a wet noodle.
If that is you, then no wonder you get hit kinda hard in instances, particularly heroics.

Your gear is fine for any heroic.
The problem could be either the healer letting you drop too low - or maybe you're having low/unskilled DPS in the group which results in longer fights and having a full group of trash / w/e on you for a longer period of time and hence maybe stressing the healer.
