Both Shield Slam and Revenge deal more damage and generate more threat than Sunder Armor or Devastate. If you're using 1 out of every 4 global cool downs on Shield Slam, at least one more on Revenge, and trying to fit in shouts, Thunderclap, and Shockwave that doesn't leave much room for either Devastate or Sunder Armor.
Devastate with the glyph will give you a full stack of sunders using fewer global cooldowns and less rage than using Sunder Armor. It also deals damage, crits, and scales with weapon damage unlike sunder. Add in the extra threat and damage from Sword and Board and I don't see any reason to prefer Sunder over Devastate.

So if I'm gettin this right, devastate is for nothing more than just reducing targets armor and not even relyed on for threat.
Devastate is still a useful tool for generating threat, and I think it is a better one than Sunder Armor. It just isn't your best threat generating ability. I'm happy to use Devastate to build threat but if Revenge or Shield Slam are available then those are better choices and I will use them first. The cooldowns on those other two skills mean I will still be using Devastate every fight.

Im a little confused on the use of Devastate. Ive noticed comments on

stating that sunder armor from this doesnt cause addition threat. If thats the case...whats the point of devastate if I can just use sunder armor.
I'm not sure if you're talking about the glyphs or the abilities, but the comments in that thread refer only
to the second stack of sunder armor applied by the glyph through Devastate
. The initial applications of Devastate still provide Devastate + Sunder Armor worth of threat, but if you have the glyph you won't get Devastate + Sunder Armorx2 worth of threat for your first two Devastate applications to the target. Once the stack reaches 5 Devastate's innate threat (e.g. innate damage + extra damage due to Sunder Armor being present on the target) will still exceed the threat of Sunder Armor being used to refresh the stack.
Devastate is 99% a replacement to Sunder Armor, and the 1% situation where you would use Sunder Armor isn't even worth commenting on.

Sunder Armor does 345 + 5% AP threat.
Devastate does Damage + 5% AP threat.
Devastate (with Glyph of Devastate) does Damage + 10% AP threat.
Devastate (with Glyph of Sunder Armor) does Damage + 5% AP threat to the devastated target and 345 + 5% AP threat to the secondary target.
