there are a lot of factors that can change how much talent you need, be it raid members, racials, talents, etc. just depends.
As for the crit cap... i dont think there is one.. but i'd guess it'd suffer dimishing returns at around 50%, like some other stats.

Hit cap for moonkins is 17%. Use the wowwiki link to see how much that gives in rating. As a moonkin, the numbers that will interrest you are 9% and/or 10% though, since you get 7% garanteed through talents (Balance of Power, and iFF which is a good talent to take in every situation except if you really need the mana regen talents) (9% if you're alliance and can get a dranei in your group).
Crit cap for moonkins in 100%. Your real question would be "what level of crit should i be aiming for" to which there isn't really much of an answer at the moment. It's good to have some crit to help the Eclipse rotation going, however you get a bunch of it from talents and raid synergies. Since crit is expensive to stack (as in 1 crit rating brings you less than 1 haste rating which gives you less than 1 sp), don't gem/enchant for it, and don't stack it on your gear. Haste is better.
@Tanthalas2 : first, this is about a moonkin and not a feral (the attack table system being different for spells and physical attacks). Secondly, even for a feral this is wrong, the crit cap is 100% - chance of the attack to not hit the mob at all. With hit and expertise cap this means the crit cap for a feral is 100%
@DrDrako : don't stack crit. Stack spellpower, get some haste on the side, and don't get spell penetration : you can't mitigate a boss mob's base spell resistance (which he gets for being higher level than you), and the number of bosses with higher specific magic school resistance is too low for it to be of any use in PvE.

just out of curiousity, which bosses DO have higher resistances (if any) in naxx or higher?

No idea. I remember Supremus and Rage from BC but that's about it.
I've heard things about Sapphiron but didn't bother checking them as they didn't concern arcane or nature.
