I think it comes down to item budget. There are more available stat points on a two handed weapon than on two one handers. So by equipping a two handed weapon you can usually get higher stat bonuses.
This doesn't take enchantments into account, or special cases where two one handers give better hunter stats than a polearm or something. I guess there could always be exceptions.
