I use a deep Subtlety build, with Shadow Dance. As far as CP generation, it sort of depends on the situation, but my rule of thumb is that Hemo is a part of the Sub tree, and benefits from many of the talents you take on the way down. SS seems more like a CP generator for the Combat tree. I once had an addon (DrDamage) that confirmed Hemo did more damage per energy than SS, but that was a while ago. Anyway, here are a few examples of what I do...
If I'm solo grinding, I Shadowstep (adds 20% damage to my next attack) and Ambush. Now most mobs are at about half health. So I'll often use my 4 or 5 CP for a quick Evis, since the mob won't last long enough to get the full use of a Rupture. If I need a little more damage, I spam Hemo. I save Shadow Dance for times when I get several mobs at once. When I kill one, I Shadow Dance on the next, hitting him with a quick Cheap Shot, then begin using Ambush, etc.
On Bosses, I benefit from HAT. Once again, open with a Shadowstep and Ambush. Then it's a Rupture. After that, anything goes. You'll often get more CP than you can use. I spam Evis in between keeping my debuffs up like Hemo, Rupture, Slice 'n' Dice, Expose Armor, etc. And of course, a Shadow Dance in the rotation helps.
Now, as the above posted commented, once you use Shadow Dance, then get CP by whatever means you have. It would be a waste to use either Hemo or SS while Shadow Dance is up. Outside of the Shadow Dance, my recommendation is Hemo. It's part of the Sub tree for a reason.
