Concerning your spec, I would suggest going for
THIS
build while leveling up in Outland. You do not need Thick Hide now. Nor you need Infected Wounds or Primal Tenacity, as they are mainly PvP talents (Infected wounds will play an important role at lvl 80 when tanking heroics for the first time, but not now). Improved MotW is a waste on a feral druid mostly. Only put points there if you got any left to spare. On the other hand, Protector of the Pack will help you greatly both when tanking in instances and going to solo group quests with elites (a feat of strength for which feral druids are famous) or simply grinding multiple mobs at once in Bear Form. Furor, Naturalist and OOC are great for solo play / leveling as well. Brutal Impact helps you by allowing more hits on a stunned mob before it can retaliate. I took out Shredding Attacks because spamming Mangle is a much easier way to kill mobs when leveling up anyway. Primal Precision is of great help, because in cat form with no expertise on the leveling up gear, you'll find yourself frustrated when mobs dodge & parry your special attacks. This talent gives you valuable expertise and 80% energy refunded in case your special attack misses. Much less downtime.
An alternative build would be without OOC, leaving that for when you are level 68 and going to Northrend.
One other advice, do not worry too much about your weapon now. You will get some nice staves, maces or polearms to use in Northrend, which provide over 800-900 feral AP. And focus a bit more on stamina gear while leveling up. You do not want to be too squishy when ganked by 4-5 mobs at the same time (which may happen pretty frequently).

And I agree expertise is important but the rating is 10 and it doesnt seem to scale with lvl does it?
(it is 2.5 % now but not at lvl 80)
Common misreading. The talent provides 10 Expertise and
not
10 Expertise
Rating
. It's 10 and 2.5% always and forever -- level 10 or level 100.

For single target tanking:
Mangle - Lacerate - Lacerate - Lacerate - Mangle (use maul when you got enough rage)
Consensus on ElitistJerks seems to be that Swipe is better then lacerate even on single mobs on a pure hit for hit; but it's worth tossing the occasional Lacerate to keep a 5 stack running.
Shredding attacks is a cat group-talent (mangle is better for soloing); it's basically worthless for reducing lacerate.
Your build looks pretty good; personally I'd use something like

, but it's mainly a matter personal preference and playsyle, depending much on how much instancing you are doing.
Gearwise, I'd recommend getting
Warden's Hauberk
ans stacking it with
AGI
gems. This should easily last into Northrend.
