I'd say Arms. I leveled Arms, and it went fairly quick.
The thing is, unless you're prot (which I don't recommend for leveling), if you get too many mobs on you, you will die. That's that.
Arms, I found, had better burst/spikey damage than fury, which is what you want for leveling. Fury does work, it's just a bit different.
It's not a huge difference in speed to be honest. Try em both out if you wish, pick which one you like more.

I am noticing that a warrior is really hrd to keep alive without a good healer.. I have a friend that does this and we have leveled 10 times in the last 9 days. I have only played about 23 hours but I am feeling that without a healer a warrior is like a big chunk of meat for the game to chew on. What is the best way to increase my build to get to some buffs and party type spells?
I think you will find things much improved when you hit 14 and get Revenge.
And I would say, if you are going to spend any $$$ on equipment, I'd save it for good weapons.
At 31, I am basically using Arms + Defensive Stance currently. Thinking about giving Fury a try when I hit 36 and can use Whirlwind.

My warrior is 71, but if i had to do it again, I would probably start with 5 in cruelty, then move to prot down to incite, then back over to arms until 40. At 40 get a decent shield + slow one hander and respec into prot with this build:

since the WOLK, prot leveling is VERY fast due to high revenge damage and high shield slam damage (on par with MS). You still want all offensive gear (str, agility, stam).

I must admit that I leveled/quested as prot at 70, so I cannot say for sure about level 40. However as prot I have zero rage issues, actually, most of the time I had too much rage. Take heroic strike out of your rotation and just glyph/macro it to revenge. Prot works if you have someone hitting you. I did not enjoy the amount of missing I did while DWing without any +hit. I haven't done the math but I predict that you are missing out on more rage by missing as you would be taking 10% less damage. And really, is taking 10% less damage really that bad?
Besides all of that, I find leveling/questing to be much more enjoyable as prot, I think it's slamming my shield into the head of my foes. Any spec will be fine for leveling to 60 and even to 70, just pick one you enjoy playing.
