Depends what you're fighting. On a single elite mob, just use Mut Mut Evis, Mut. Should be dead by then. Don't bother with garrote or snd since you wont get nearly the full benefit from it...and don't use envenom. This takes the poisons off your target, which Mut needs.
In groups of two or three open with 1 mut, snd, then mut, mut evis. Change targets, rinse and repeat keeping HFB up as needed.
On boss fights, open with garrote, snd, mut, mut, rup, trinket, mut mut, evis. repeat. as needed.
Keep in mind that if two muts dont give you 5cpts, use evis anyway, as it's the best choice dmg-per-energy.

I love it when people give old advice. Unless you are still playing pre 3.0 TBC on a private server envenom>eviserate.
Always use envenom.
On trash, seriously do whatever you want, FoK, Muti, openers, SnD, eviserate, envenom, ^&*! expose armor and disarm if you really want (although those last two would get you /kicked from my groups). I highly doubt that anyone is complaining about not being able to down the trash mobs.
On bosses though you rotation should look like :
Open with garrote
SnD
Muti to 4+ cp
Envenom
Muti to 4+ cp
Rupture
Keep up HfB
Keep up SnD
Priorities are always HfB>SnD>Rupture for refreshing/applying abilities when using mutilate.
If you want more accurate advice consult a spreadsheet. As your gear, raece, and abilities all play into your ability to DPS.

I'm not all that into envenom, with improved evis and glyph of evis, they're critting for nearly 8k on heroics, and my gear isn't even all that great.

mine envenom crits for 9.5k. ooh, and that's even without a glyph (there ain't one)
New advice, period
a) No need to fill up a glyph spot
b) Increased chance to apply poisons
c) Damage non-mitigatable by armor

for env or evis mentioned, I'm spec'd CQC and my OH is under 1.4 speed, so i have been using WP/WP, so i cant use envenom, should i be using WP/DP so i can use envenom instead of evis?
Use eviscerate as combat.

On of the problem of Evis is that if you don't crit the dmg is not very high and it's all mitiged by armor.
envenom is not mitigated by armor so it it's harder on boss and etc.
But the things that made Envenom so good is that when you do an envenom, you get a buff that raise your change by 15% to apply deadly poison for 1 sec + 1 sec by CP.
if you do a 6 sec envenon and you have a quick dagger with slice and dice up + maybe Icy Talon buff from a DK, you can squise a lot of instant poison proc during that time.
Since each time Instant poison proc it's a good chunk of damage, Envenom is always better than Evis for mut rogue
Even if you can acheive bigger crit with Improved Evi, it cannot match the total dps you get from Envenom.
