In bear I can take 13-14 equal level mobs at once, but if we don't know your level/spec/gear choices, we can't really tell you what you're doing wrong.

Get mobs on you, make sure thorns is active. Then get them all in front of you. Activate Berserk and begin spamming Mangle and Maul. If many still aren't dead when Berserk expires, use Maul and Swipe. Profit.
If at any point you're low on HP use frenzied regen and enrage if needed.
Glyph of Maul also helps.

Your gear certainly doesn't look wrong. Leveling, gear matters very little anyway (within reason).
Your build is the same as the one I just clicked out for level 40, minus me having 2/2 swiftness instead of 2/5 aggression.
You are missing protector of the pack because of your level, which could improve your multi-mob abilities. You don't have barkskin yet (44), which is also very helpful for this. You
do
have frenzied regen, which can be used fairly frequently and actually works now that it was changed to %-based regeneration. You should make sure you always have demo roar up as it's a significant DPS decrease for NPCs. You can pre-hot yourself with regrowth and rejuvenation. If you
are
going to have to shift out to heal yourself while you're being attacked, make sure you start to do it before you drop below 50% because if you shift out after that you're just delaying your death. Once you get barkskin you can make a nice save me castsequence that goes like this:
/castsequence reset=combat/target Barkskin, Healing Touch, Regrowth, Rejuvenation, Dire Bear Form
Outside of that stuff, I'm not sure what to tell you.
EDIT:
To echo what Ptirnova said, Improved LotP should be your next two points. The mana regeneration and the auto-heals are very, very good.

You really should be able to take them easily just make sure that they are infront of you (for dodge) having the mangle glyph will help too
Not sure why you are dying easly you certainly shouldnt be

These are great responses, thank you. But I still don't know why I cant take on 2 mobs slightly higher.
Shall I repeat myself?
You can try:
Pre-HoT-ing yourself before the pull.
Leveling to 44 and introducing Barkskin into your strategy.
Leveling to 42 and putting 2 points into Improved Leader of the Pack.
Shifting your talent spec to include Swiftness for +4% dodge.
Using Frenzied Regeneration more.
Not shifting out too late to heal yourself if you think you might not survive the pull.
Making sure you keep Demoralizing Roar up at all times to reduce incoming damage.
Are you saying you've tried all of these already and they don't work or were you just not reading them as things to try?

I've tried most, obviously not those involving leveling, but the others.
Still, great advice, and I appreciate the tips. I'll try again tonight.
Another few things that make a lot of difference are:
Using key binds instead of clicking (we didn't establish which you use).
Making sure you're following one ability shortly with another.
What I mean by this is ... a lot of times I see people do something like this: cast fireball, wait 2 seconds, cast fire blast, wait one second, etc.
You need to follow one ability directly with another. If that means you spam swipe while the mangle GCD is finishing, so be it. Keyboards are cheap :).
Making sure mobs are always, always in front of you and never behind or even to the side, if possible.
Make sure you keep thorns up and keep your Mark of the Wild active.

I am curious as to what your rotation is for this kind of situation. At your level, I suspect that you are supposed to be starting fights with
Pounce -> Shred -> Rake
If there's 2 guys, I suppose you'd maybe bleed the main target and go bear until it dies.

Try this build. It will improve your burst, so you can pounce and get 2 shreds in before he turns around.
The bonus to this is, if you are taking 2-3 mobs, you can burst one, rip it, and focus on keeping yourself alive in bear form while it dies, but you will definitely feel much better about doing that in 2 levels with imp leader of the pack. Swiftness will also help you out a lot in this area.
You do have to be quick if you want to successfully multi mob tho. Druid isn't really built for it at lower levels like prot pallies and such are, and swipe spamming just takes forever to kill mobs.
Don't be afraid to use your bash either. And you can always root one and kill the other if the need arises. Your best bet, is if you get to 50% hp, cast a rejuve, and then hit a regrowth. I used to do this a lot, but it was much less necessary at 42 with imp LotP.

You should probably wait till your higher before you try aoe grinding. Stick with cat until 50 at least as it levels faster. I would definitely wait until improved leader of the pack at the very least for a self cure. I didn't start to aoe grind on bear until 55, and i had no trouble grabbing 5-6 at a time, but before then i found cat to just be much faster.
