No, HS is the sole rage-dump for a TG Warrior whilst waiting for the rotation on WW/BT/BS. Therefore, it's key in a rotation. At the moment anyway, but I believe Cleave may become the one of choice soon enough, but will actually take even more of a back seat next patch.
Whereas Protection Warriors use a much wider rotation, involving Cleave on trash, Shield Slam/Sword and Board, Revenge, Devastate, Shockwave, Thunderclap... the point is, the opportunity for raid-dumping is considerably less than in a TG rotation, and is only used when the max amount of Sunders are up and Shield Slam/Revenge/Shockwave/Thunderclap are ALL on cooldown, as well as Sword and Board not being procced.
How often does that happen? ^^ It's perfectly fine to count HS as key for you, but personally with high avoidance meaning constant Revenges and frequent Sword and Board procs, I really don't see it as so. I'd hate to see tanks thinking that Heroic Strike is something to smash as soon as you have the rage to do so, whereas I'd suggest TG Warriors should contemplate hitting it when everything else is on cooldown, especially considering that it'll proc Bloodsurge next patch. Let's get into good habits!
Heroic strike is just as much the sole rage dump for prot warriors as for fury warriors. Both can use cleave instead when there are other mobs nearby. It is much more important for the prot warrior however, because he has far more rage to dump. Using heroic strike is by no means limited to situations where sunders are stacked and shield slam and revenge are on cooldown; it can be used concurrently with any skill on the GCD as long as there is enough rage, which there very often will be long before sunders are stacked.
I can easily show you WWS parses from both my own raids and raids by the top guilds where you will see heroic strike topping the damage done by prot warriors but being lower on the list for fury warriors. In fact, let's start right
here, with the best Patchwerk kill that has been uploaded. The prot warrior does 40% of his damage with heroic strike, while the two DPS warriors (fury and arms, apparently) do 21% and 3% with it, respectively.
