If you want think you can miss out Burnout and Hot Streak in a FFB build, "as long as you have Ice Shards for 100%" ... you should just cast Frostbolt...
Frostfire is good because it gains from both, if you only keep one (Ice Shards) then Frostbolt will prove to be higher dps because it casts faster than Frostfire, and Fireball has the same cast time but higher coeff and base damage, making it stronger than Frostfire.
Any more points in Frost than 20, and your missing living bomb dps which is better than a second icy veins.
Any more points in Frost than 21, your Frostbolt is higher dps due to a lack of Burnoutness.
