As the title says, with the return of skeleton keys non-rogue players who have a BS skill can now open locked chests. My question to you is that do they have a right to the contents within that chest being how opening it
consumes
an item only they can create?

I think they do have rights to the contents, but should have to roll against any rogues or smiths also in the party. As a herbalist, its always been a quick check to see if I need to roll, and then we roll as we go through. I assume skinners tend to alternate, due to the higher frequencies of skins. I know I have seen miners roll against each other as well.
As for these, unlike with disenchanters, nothing would be had if the party lacked someone to open the chest. With d/eing bop or even boe gear, the item could have otherwise been dumped in a merchant for some degree of profit, and so the entire raid group is entitled. The chanter could also opt out to not even bother disenchanting the item, and just have the group greed roll for it.

Even if a chest is locked, if the loot options are on group loot with the standard threshold, won't it simply pop up and ask for everyone to roll on uncommons or better?
A Rogue might be able to stealth into the instance and get to the chest by himself, but I think they've tried to make that a lot less likely. Since they needed the party to get there, well - IMO the party deserves a chance to roll on the goods.

If you want the 30g shards from the 5g vendor items, its cool with me, but I take my shard tax or you don't get any shards. Tax is 1st shard, and every multiple of 5. 99% of groups will say "Sure!" as it is my proffesion and I can choose to be nice or not. Like that engineer (or Blacksmith), he can CHOOSE to blow open that chest, and thus gets all loot EXCEPT blue or higher, in which group rolls.
Wow, no offense, but I would never want to run with you dude. I mean, it's not like it costs you anything to DE the item, so a shard tax is just plain silly and unneeded, kind of greedy as well.
Back on topic though, I say it's up for grabs like loot from locked chests and stuff. I've never seen a rogue say it's mine because I can lockpick, same as I don't ever expect a BS to say that because they can as well.

Blacksmiths and Engineers should definitely get dibs on the contents of chests that open (with normal Group Loot rules, of course, for green+) - unlike a Rogue's Lockpicking, or an Enchanter's disenchanting, it actually costs the BS/Eng resources to open chests.

I can't speak for Blacksmithing, but I had Enchanting (for the sole purpose of DEing) and I dropped it for Engineering. Engineering cost far more to get leveled high enough to be able to open 70+ chests, and every time I want to open a chest it costs money, whether there's good stuff in there or not. There is no cost to DE 1,000 different drops, but it costs actual money for engineers and blacksmiths to open things.
I didn't take a "DE tax" when I was in groups, I made plenty of money as it was with the drops I got myself that I turned into shards/dust and tripled the money I would've made. With the ability to open locked chests I feel more entitled to the contents than I did the shards, but whatever.
Lockpicking and DEing should be looked at one way and Blacksmithing and Engineering should be looked at a little differently. Obviously anyone can make their own decision on it, but it'd be better if they were making educated decisions.

You can't use the "takes time to get the skill up" as an argument because every class, including lockpicking, requires time and a certain lvl. Using that argument simply says that whoever can, owns it.
I wanted to differentiate between lockpicking because like i implied and someone already noted, BSing and engineering
consumes
a crafted item. Now if DEing stuff consumed some kind of reagent or dust that's made by enchanters I could understand their wanting rights to the results but really other than the skill lvl there's nothing to DEing an item drop, much the same with lockpicking. And since DEing is usually centered around a group kill that person has no more of a right to it than anyone else. If someone imposed a tax I found unfair I'd simply take my chances greed rolling it and vendor the item (something is better than nothing). DEing cheap AH greens is hardly different from farming for veins if you believe time=money.
imo, the fairest thing an engineer or BS can do is stake a claim on any boe blues that drop (if any) and all else is ffa like a normal chest drop. Otherwise, keep my mouth shut and open boxes after the instance is cleared.
