With 40% haste you're not even close to 1 second Holy lights. At 100% haste you'll be casting 1.25 second HLs (1 second if Light's Grace is up).
At 50% haste your GCD is soft capped at 1 second. You will also be casting HLs at 1.33.... seconds (with lights grace).
Though i agree on the itemization.
I would say
Int > SP > Crit > Haste > Mp5 up to 2k SP
Int > haste > Crit > Sp > Mp5 afterwards.
Reasoning: At 2k SP your heals will be big enough to mostly be overheals.

Holy light will be healing for an average:
(4888 + 5444) / 2 + (2000*1,66)
5166 + 3320 = 8486 Untalented
Adding in talents:
8486 * 1,12 = 9504,32
Crits at: 14256,48
Flash of Light will be healing for an average:
(785 + 879) / 2 + 2000
832 + 2000 = 2832 Untalented
Adding in talents:
2832 * 1,12 = 3171,84
Crits at: 4757,76
Holy Shock will be healing for an average:
(2401 + 2599) / 2 + ( 2000 * 0,81 )
2500 + 1620 = 4120 Untalented
Adding in talents:
4120 * 1,12 = 4614,4
Crits at: 6921,6
This is from the Paladin alone remember there are other effects that increase healing further like tree aura etc...
Just spamming some HLs with my paladin now with 1680 SP im averaging at about 9.5k HLs and 14k crits.

I agree that you're only stacking int.
But I'd say it would be reasonable that the itemization list is also viable as a reference when chosing between item A and item B.
Just my way of looking at it.
Edit: My bad i was looking at it as a priority list. Nevermind my mindless ranting.

After reading a few replies, I saw one that caught my eye. It was about choice weapons Paladin should use. Don't get me wrong I absolutely adore a two-handed sword but, I find myself hanging onto a few different options in the backpack. I like to have a shield and single-handed weopon when following a higher level party member into areas to help ease the amount of damage taken. Let's face it your really not there to deal damage for it wouldn't do any good just become a taget that needed healed, your there for the loot! Just keep in mind the role you play when your in battle sometimes it take a different tool to get the job done.

I read Dunefire's reply and I have had a similar expirence but, on the lower end. I usually use Seal of Command, Blessing of Might, and of course the Ret aura. I usually get strikes start at 120's all the way to 400's but, still unsure why the results are always different.

, and second, is this spec good for BG PVP, specificaly for ones like AV.
That spec is just awful really. There's no reason at all to go into holy. You've taken sub-par talents in ret and skipped out on the must-have ones (SanoB, Crusade, ShoL). Also it's better to go into prot than holy for mitigation, a better SS and 20 sec of your HoJ CD.
As for the turn evil glyph it's wonderful in both BGs and Arena.
It works on: Meta locks, DK ghouls & gargoyles, lichborne DKs and warlock pets.
Being able to render a demonology warlock useless when he pops his best skill is nothing short of imba.
