On my server the quest givers are
a)
? bosses and
b)
flanked by Argent Healers who nuke zombies and cure the infected.
You don't actually have to pick up the prequest from the commoners quest to go and speak with these "boss" lore charcters. You can just go straight there and speak to them. They will give you the quest and off you go to your respective city.
It
is
easier to survive if you have a flying mount and a hearthstone set to Aldor/Scryer rise though as the zombies don't seem to be able to make it up the lifts on my server.
Lower city is an absolute battleground though. Not a safe place for anyone who can't escape vertically at a moments notice!
That being said, when I switched to my low lvl (26) druid alt and tried to go and visit the trainer in TB i made it as far as the main rise before getting zombified by various lvl 70 NPC zombies running around, and then 1 shotted by the lvl 70 elite guard in front of me.
This can get quite annoying if you're trying to do something productive with your time.
To all the low lvls, I would recomend staying out of major cities during "prime time" to avoid all the zombie raiders, and generally running the other way if you see a zombie.
These events are only very short in terms of the life of WoW. I remember the long and tedious gathering of random items for the AQ pre event, and the big battles outside the Dark Portal in the preBC event.
This event is predominantly designed to keep bored lvl 70s (who see no value in raiding or can't get on to the BGs due to the overcrowding) entertained while people wait for the expansion.
Yes, this does suck if you're not lvl 70 and trying to get there before the expansion is released, but at least you're around to see it happen.
In 2 months time when you bump into a new player, you can tell them all about the time someone turned you into a zombie, and they will be very jealous, I promise!

When I went to Shattrath with my level 62 shaman the quest from the Bishop Lazari was greyed out. So it might be that you need the quest from the commoners outside/inside your capital first.

You know, I'm personally getting really sick of the "suck it up" mentality being thrown at people. If you have a right to enjoy it, then people have a right to dislike it. I have been on both sides of this and to a reasonable point yes this event is a lot of fun, but it has shown me that the majority of the people I know on my server like the game for the single sake of griefing other people. Being on the same faction, we can't gank each other, but now that we can, it becomes more apparent that if they could they would. In fact the 70s I know that are doing this are loving it up, because they know they're causing their own faction some serious discomfort, and they enjoy hearing the frustration and then calling that person a noob. That is the joy this event brings them that regular ganking of Alliance or Horde couldn't, feedback.
Yes, it is part of the game and people want to enjoy every aspect, but there's no telling what Blizzard meant when they put this event in. I bet if someone got together a zombie eradication team and stomped on every raid in each city, the zombies would be qq'ing their asses off and then the shoe would be on the other foot. This is the conundrum of the MMORPG, do I do it for the game, or for the people. Am I playing this game for myself and only myself, or do I play acknowledging the people around me. I'll be honest, at first I was loving mobbing it up in Ratchet and turning lowbies, but that was at the beginning when people had time to fly and cure themselves. Then suddenly when I was trying to do dailies it wasn't so much fun anymore, because NPCs were dead and in a few hits so was I. I was Zombie Exploding every five minutes so I could MAYBE resurrect and try to move an extra few feet.
Karma kicked me in the ass, but it doesn't bother the majority of the zombie raid because they don't have anything to do. They can't level, they don't need any more gold, they're just waiting for Wrath. As a 70, I have things to do. I have Battlegrounding to get done because well ... This was AV weekend, and I barely got to do it at all because the NPCs kept dying. It's the people who have things to do, versus the ones who don't. At which point true colours come out, and when you have the option of leaving the level 10 alone because they're one bar from leveling, you don't, and that makes you an #$%^&*!. Let's face it, you're doing this to be an @#$%^&*. You're not doing it because the game told you to, or because Blizzard meant you to. There are no rewards for how many people you kill whether as a zombie or who are zombies. You use the event as an excuse to be the ultimate $%^&*!@ to your own faction, because the fact is, you like it, and instead of telling lowbies to keep qq'ing and move on because you're just "following the rules", is pretty lame.
Just say it.
"I like being an #$%^&*!."
Because you do, and if you don't want to say that, maybe you just don't want to admit it. Stop calling people noobs because that just makes you one, stop telling people to stop complaining, because they could tell you to stop being inconsiderate (and honestly who's going to look better, the zombie making life difficult or the little newbie trying to Trick-or-Treat). I haven't completely stopped being a zombie, I still infect various guards and stir up trouble in Shattrath, but here's one thing I can admit. I am an $%^&*!@. Make excuses, I'M NOT AN ^&*!@#$ I'M PLAYING THE GAME.
It sounds like someone's a little embarrassed. Don't be ashamed, we're here for you. We know your griefer pains, people just don't appreciate the effort that goes into making people give up. Let denial go, and just be yourself.

I watched a 20 zombie raid (all lvl 70s) try to take down Thrall.
It went something like, they Lurched in and Thrall chain lightning'd them all...they all died.
It was impressive and quick, and very funny.
I don't think there are many faction leaders you could get close enough to for a kill to take place.
What you need to remember is that the faction leaders are bosses, they have insane HP, insane abilities, and Zombies have no tanks, ranged dps, healers or raid utility.
Yes, they can take down elite 70 guards.
Yes, they can pwn well geared players if their numbers are high enough.
No, they can't even begin to try taking on a boss level NPC.
In order for the idea to even begin to work you would need to have a massive amount of zombies. You would probably need to take over 50 players plus NPC zombies too.
Even then, I think it would take a fair bit of luck to get it done.

For the ally version of the desperate research chain, you take a "Light-infused Artifact" rather than a severed head to your city (and for some reason it gives Exodar rep, not too sure why - I'm a dwarf/turned it in to Magni in IF)
I think the scourge invasion is pretty cool, minus the part where you can get insta-turned if you fight more than one zombie. I saw a bunch of NPCs in SW go zombie earlier today, so I threw down my consecrate, burned holy wrath (instant cast now, yay), exorcised, holy shocked, etc and as I was on the last one, he hit me and reduced my timer to like 5 seconds, so after killing those zombies, I became one :/
Someone posted in another topic about an idea for a short quest to grant 12-hour immunity to <You're Infected!>... that would be nice.
