What am I doing wrong? I have a feeling it has to do with the difference between "stat weights" and "equivalency", but I can't seem to wrap my head around the concept.

Just a heads up: this forum is built for players who are new to WoW. As such, I'm not sure you'll be getting the answer you're looking for here.
I'd suggest asking in the
Theorycrafting forum. You'll probably find a lot more people who can tell you exactly what you need to know.
