"Bigbrother" keeps track of whom breaks CC. I think there are tons of addons out there that adds a little time bar for how long it should in the best case last. I don't recall the name of a good one anymore since I have just gone for using a focus frame and looking at for the marker.
But bigbrother does the first thing you where looking for anyway. Point out who likes to touch sheeps.
