When do you use Dampen and Amplify magic?

Amplify magic is generally used on bosses where the fight is mainly physical damage. Some examples this would be Gruul or Nalorakk (za bear boss).
Dampen magic (max rank) is useful in solo pvp or 1vMany situations in which you dont expect many heals. Dampen magic (rank 1) is useful in arena as a trash buff that protects your AI and ice barrier from being dispelled or purged away.

As eidra already stated, Dampen magic can be useful if you're by yourself and don't epect any heals. This way, spell cast against you will have a little less effective. I also find it to be a good buff removal counter; where it will be removed instead of a more beneficial buff.

As a Draenei I found that Amplyfy Magic will work with the racial healing ability, and I macro Amplify Magic with it. Works best while soloing, but is useful in emergencies. I just have to remember to click off Amplify Magic and redo Dampen Magic after healing.

When? Never. The way Blizzard borked the spell it's really more hassle then it's worth. Yeah sure you can slap it up on some people durring some raid encounters and you can selfbuff while soloing or pvping whatever.
But its a 10 minute buff you have to apply by hand to every raider if you want to use it that way so until Blizzard turns it into a class or group buff it's just not going to see wide usage. Even with 2 mages raidbuffing this one sucks a**.
You buff it, then regain mana and the first people you applied it to are starting to run out. So you have to think about the order to (most important people last) so really in raid scenarions you might slap it on a few important people, like tanks and then rest you just ignore due to it being quite impractical.
Was hoping Blizzard would have fixed it this time around but so far it doesn't look like they have done anything to it. So it's just a useless waste of a spellbook slot really.

I'm quite relaxed. I'm just saying the spells (amp/damp) are borked for wide spread common raid usage cause the hassle of getting it on outweighs its benefits. So it becomes a very specialized spell for a few select encounter for a few select people. If it was easier to put on and use it then it would be used more often.
There are always talents and skills that are less desireable then others, and people tend to ignore them. Example not many people slap points into Frozen Core etc. Naturally one could hope that all talents where good but by some being bad it makes the selection process easier.
In this case if Blizzard actually wanted us to use it they would adjust the spell so it would be simpler to use it. As it is now it is without any doubt THE most annoying buff to give a raid.
One could argu over the benefit in solo/pvp to but lets not.
