To be more specific, SoC has a proc rate of 7 (i think, correct me if im wrong) times per minute. with a slow weapon, you will see more chance to proc on every swing then with a fast one.
Ex. #1:
A weapon with a 3.4 attack speed will strike 17 times a minute (60s/3.4s) , while a 3.8 atk speed weapon will strike 15 times each minute. So, SoC will proc on the 3.4 speed weapon 7/17 times or 41.1% or the time, while the 3.8 atk spee weapon will proc 7/15 times or 46.6% or the time.
Also, Slower weapons tend to have higher weapon damage. This bodes well for attacks like CS because its an instant attack. Instant attacks don't rely on weapon speed, only on their cooldowns.
Ex. #2:
120dps * 3.4s = 408 avg weapon damage
120dps * 3.8s = 456 avg weapon damage
If the 3.4 and 3.8 have the same dps (120 in this case), then the 3.8 weapon has a higher weapon damage:
So If CS uses 110% of your weapon damage, then the 3.8 spd weapon would have a higher damage output from CS. This of course assumes that all other stats (like AP and crit) are equal for both weapons.
So, if you have two weapons with similar dps and you use SoC, I'd recommend using the slower one. Even if the slower one is a little weaker, you will see that the damage from CS will make up for that.

7 ppm does sound right for SoC. However, many paladins will be using Blood/Marytr for PvE and SoC for PvP it seems because of the scale rating.

Dorminus, I think you're confused. The way WoW calculates DPS is taking the (high end weapon damage) + (low end weapon damage) /2 /(weapon speed). daboss is simply doing the opposite to find the average weapon damage, which is what Seal of Command damage is based off of.

Seal of Command has a PPM of 7. This is not a limit, you will not necessarily proc SoC 7 times a minute, it could be more or less, this number is just used to find the % chance that it will proc. that is found with this formula: (weapon speed) * (PPM) / 60
The weapon speed here is the base speed of your weapon, before any haste or buffs affect it. When we plug this in for SoC with my weapon, we get:
3.4 * 7 / 60 = 40%
Another way of looking at the chance is calculating that with this weapon you will have 18 swings per minute, giving a 7/18 chance to hit on any swing.
So to answer your question about the faster/higher top damage weapon, you can do the math yourself if you plug it into the above formula. Just figure out the % chance of proccing on any hit with both weapons, then divide the average damage by that number. That should give you the average damage per hit of SoC with that weapon. Take the weapon with the higher damage per hit, if SoC is the only factor you're taking into account.
EDIT: I also forgot to say that your AP scales for higher damage with a slower weapon, don't forget to take that into account.

the weapon damage that i refer to is the avg. of your low end weapon damage and your top end weapon dmg. Hence jeddic's (high end weapon damage) + (low end weapon damage) /2 part of the comment. sorry if i was confusing. So using your example, a weapon with 120 dps and a 1.2s atk speed would have a 140 damage on average each swing. So the weapons description might say something like 100-180 or something like that. Does that help?

To actually awnser the question, slower weapons are nearly always stronger than faster. I can't think of a weapon that doesn't follow that rule, though someone can probably find one and post it.
It may be that while leveling you obtain a one handed weapon that is faster but has higher damage than your old 2 hander.
