"Base mana" refers to how much mana you would have if you were gearless and unbuffed. Looking at my character screen, I can see that my Intellect stat "increases mana by 7850", and I have 10470 mana. That makes my base mana 2620. 21% of that is 550. Untalented, a rank 5
Circle of Healing costs 450 mana. So yes, it's a slight increase.

Well the "increase" in mana cost can be combated with talents (Mental Agility etc etc.) but I think there is a slight increase to all spell costs with the switch to the "% base mana" system. On the other hand, the mana cost will not change regardless of how much intellect you stack, so now you can go inteleect crazy if you so wish (and screw your regen even more).
This spell cost change will have massive implications for healers of all classes. On the other hand, I'm hearing from the beta players I know that 70+ gear is coming with literally
shedloads of mp5 on it! We'll certainly have to manage our healing/regen better instead of relying on downranking to get us through long fights though.
That means
Shadowfiend will come out much earlier, pots and
Inner Focus will be on permanent CD, and any priest not speccing into
Improved Holy Concentration is just plain wasting his/her time!
I can also imagine that trinkets like the
Lower City Prayer Book, and the
Earring of Soulful Meditation will be vital to priests to make it through fights.
I can also see jewelcrafting becoming necessary for priests with delights like
this waiting for us!
EDIT: I have just noticed that
Improved Holy Concentration has been nerfed from 10% to 3% giving a total of 9% chance to proc instead of the 16% chance it had last time I looked! Bad news I guess :S
