Is the Spell Power change going to be in 3.0 patch?

When the new talents get there, will spell power change be in? If it is in, does that mean the healing gears all have their +healing changed to +spell power, which makes them the same as the dps gear?

Very likely. The 3.0 change will be introducing all of the new mechanics to the game, much like 2.0 did for BC. This would include spellpower.

I hope so, personally. It would be nice to have a bit of time to get used to the new mechanics before Wrath drops.
And spell power isn't the only major mechanic change. Paladin tanks will need time to do some re-gearing since they will no longer need spell
damage
power plate...
...Unless they're re-itemizing all the current gear to the new tank stats (i.e., all tanks focus on Strength as their primary stat for building aggro)? I haven't heard if that is the case or not.

Paladin tanks focus much more on spell-damage for aggro generation then strength. This is because
Righteous Fury
(their very rough equivalent of defensive stance) only boosts threat from Holy Damage. Also they will have a
stamina to spell-damage talent
causing them to favor stamina-heavy gear above all else. This combined with the reworking of
Blessing of Sanctuary
ensures that a Paladin can gear with avoidance stats and still manage to keep up decent threat generation.
Other tanks however (such as Death Knights, Druids, and Warriors) will be perfectly happy to boost up their strength. But Paladins will probably leave it, choosing defensive stats, and maybe a little intellect.

2 STR = 1 BV as of LK. And some other stuff. Somebody with better memory of mine will explain why STR will become threat-builder.

Actually, they don't have a choice.
Blizzard has said several times that all Plate tanks - Death Knights, Paladins, and Warriors - are going to be after the same basic gear drops. The itemization of that gear is changing and it won't have spell power (or normally it will not - Tier sets, being specific to a class, might have spell power, but I doubt it - I have not looked though). If you'd like an example,
here's
a list of all Plate items that have Defense (a standard tank itemization stat) on them from levels 71-80.
Most of the Paladin builds I have seen so far make use of of
Touched by the Light
(a Prot talent) as well as
Sheath of Light
to translate their Stamina and Attack Power (which is increased by Strength) into spell power. Additionally, spells like
Hammer of the Righteous
, the end talent in the Prot tree, converts your base weapon damage (increased by Attack Power, which comes primarily for Plate wearers from Strength) into Holy damage.
I'm well aware of how it works now. :) I tanked from levels 20-62 as a Paladin, and have a nearly-full epic tank offset. But Tankadins are not going to be getting spell power from their gear in WotLK, at least not as a direct stat.
Oh, one other reason why:
Shield of Righteousness
. Strength increases your Block Value, as Argent pointed out, meaning that it will increase the Holy damage of this attack.

It is also incorrect that Paladins will prefer spellpower to strength in LK. They won't.
In WotLK mechanics, strength is (currently - heaven knows where the tweaking will end) the most efficient threat stat for a paladin.
In itemization cost terms
1 STR = 1 "point"
1 Spellpower = .86 "points"
Therefore 12 STR =14 Spellpower in Blizzard's item allocation charts.
1 STR = 2 AP, therefore 14 SP = 24 AP.
So, not counting BoK or Divine Strength, SP coefficents on our abilities would have to be ~1.7x that of AP coefficients for an ability to favor our stacking spellpower over strength.
Judgements - 36% AP + 58% SP - favors AP
Seal of Vengeance (5-stack) - 35% AP + 17.5% SP - favors AP
Seal of Righteousness - 5% AP + 10% SP - favors SP, but not if we include BoK/Divine Strength
Consecration - 4% AP + 4% SP per tick - favors AP
Strength = better threat + mitigation through block value. The only piece where a prot paladin is likely to prefer spell damage to strength is through their weapon - which will provide significantly more spellpower than strength/AP

Even that wont be the case, I think most will prefer a slow high dps weapon to maximize Hammer of Righteous damage. However a weapon with high spellpower will probably be prefered when aoe tanking (5+) mobs mostly through consecration (like in MH).
Numbers don't agree with you. They've been running single-target tests over at
Maintankadin
on the subject. The hands down winner right now is the Titansteel Guardian, a caster weapon.
Of course, they might release more weapons with mediocre swing damage and a ton of AP or (*drool*) strength, which would completely turn this on its head. And our next review is coming up, so we'll have to wait on see if anything significant changes for Prot.
As of this moment, the Paladin tank set does not have any spell power on it

The lack of spellpower doesn't surprise me. That we have
more
strength than the warrior set surprises me. And more than twice as much block value.
