There are 3 classes currently for tanking, soon to be 4 in the xpac. 4/10ths of the classes will be tanks. 1/3 of each of those 4/10ths classes will equal 4/30ths or 2/15ths tanks. That means roughly 13.33% of the WoW population will be tanks in tank spec, if 1/3 of the tanking classes were tanks. That is plenty enough imo for raids, and in 5mans there is nothing to worry about.
Does not matter how many classes CAN tank. What matters is how many players will take on the burden of tanking. Tanking and healing are more work than DPSing.

I am Shamans´ tanking is possible even with dual wielding- I tried in Botanica. But really just for low dungeons with good healer-Still there is the problem with parry. If you wanna spec as tank then you won´t have parry because of threat reduction and there is no taunt so you have to do max possible dmg to hold aggro. And just mail armor is not anything special so you should forget about it.

Yeah, on my Ele shaman, I can easily out-aggro any tank, including warriors and druids(bear form), and still tank pretty well, with 1-hander and shield.
